Consider the subject of jobs in America.<\/p>\n<p>For decades, the assumption has been that small business is the economy\u2019s dynamic engine of job generation. Look at the numbers broadly, and that is the irrefutable conclusion: two-thirds of net new jobs are created by companies with fewer than 500 employees, which is the government\u2019s definition of a small business.<\/p>\n<p>But <a title=\"The jobs research \u2014 a National Bureau of Economic Research paper.\" href=\"http:\/\/www.nber.org\/papers\/w16300\" target=\"blank\">research published last month by three economists,<\/a> working with more recent and detailed data sets than before, has found that once the age of the businesses is taken into account, there is no difference in the job-producing performance of small companies and big ones.<\/p>\n<p>\u201cSize plays virtually no role,\u201d says John C. Haltiwanger, a co-author of the study and an economist at the <a title=\"More articles about University of Maryland\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/organizations\/u\/university_of_maryland\/index.html?inline=nyt-org\" target=\"blank\">University of Maryland<\/a>. \u201cIt\u2019s all age \u2014 start-ups are where the job-creation action really occurs.\u201d<\/p>\n<p>FOREIGN-BORN entrepreneurs have long played a big role in American start-ups. A <a title=\"A link to the study.\" href=\"http:\/\/www.kauffman.org\/uploadedFiles\/WadhwaTBook09.pdf\" target=\"blank\">study that tracked technology and engineering start-ups<\/a> from 1995 to 2005 found that one quarter of them had a foreign-born chief executive or head technologist; by 2005, the surviving companies generated $52 billion in sales and employed 450,000 workers.<\/p>\n<p>There are signs that policy makers are looking to accommodate highly skilled workers and entrepreneurs, says Robert Litan, an economist at the <a title=\"The foundation\u2019s Web site.\" href=\"http:\/\/www.kauffman.org\/\" target=\"blank\">Kauffman Foundation<\/a>. As one example, he points to legislation proposed this year by Senators <a title=\"More articles about John Kerry.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/k\/john_kerry\/index.html?inline=nyt-per\" target=\"blank\">John Kerry<\/a>, Democrat of Massachusetts, and <a title=\"More articles about Richard G. Lugar.\" href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/l\/richard_g_lugar\/index.html?inline=nyt-per\" target=\"blank\">Richard G. Lugar<\/a>, Republican of Indiana.
