User Fees for Fiscal Years 2024 and 2025
The EPA sets user fees based on the manifest usage and processing costs for each manifest type in accordance with its user fee calculation methodology (40 CFR parts 264/265 subpart FF).
The user fees for fiscal years 2024 and 2025 (October 1, 2023 through September 30, 2025) are included below:

Data + Image Upload – $10.00
Electronic Manifest (Fully electronic & hybrid) – $6.00
Remote Signer Policy
As of February 2023, the EPA has allowed generators, transporters, and receiving facilities to execute electronic signatures on e-Manifest through their employees or contractors who are located remotely from the hazardous waste shipment. The employee or contactor must be registered as a Remote Signer through RCRAInfo. Remote Signers can execute signatures in e-Manifest through two methods.
- Electronically signing manifests with remote personnel through the e-Manifest interface; and
- Electronically signing using system-to-system communication.
